LAW OFFICERS TO COLONIAL OFFICE.
Telegram. Governor Sir R. BIDDULPH to Mr. CHAMBERLAIN.
(Received June 16, 1898.)
Spanish mail steamer arrived here yesterday to embark cargo of coal for Cadiz for purely commercial purposes. United States Consul has made formal protest, on ground of probability of cargo of coal being intended to supply to Spanish fleet.
I have stopped ship pending receipt of sufficient guarantee through Spanish Consul here from Spanish Government, Cadiz, that cargo of coal is not for belligerent ships. Will telegraph result."
Upon the facts stated in the telegram there is no ground for detaining the ship or requiring any guarantee from the Spanish Consul. The ship should be released.
