GENTLEMEN,

Foreign Office, August 31, 1895. WITH reference to the letter from the Attorney-General of the 21st instant, approving the draft Order in Council under "The Seal Fisheries (North Pacific) Act, 1895," I have the honour to transmit to you, by direction of the Marquess of Salisbury, a draft of revised instructions to the Commanding Officers of Her Majesty's ships, which have been drawn up by Mr. Albert Gray, in accordance with the provisions of the new Act and of the Order in Council which has now been passod.

I am to enclose, for convenience of reference, the former Admiralty instructions, showing the alterations made by Mr. Gray, and copies of the Act and Order in Council.

Lord Salisbury would be glad to be informed whether, in your opinion, the instructions are right and proper, and whether they may be issued forthwith.

SEAL FISHERIES (NORTH PACIFIC) ACT, 1895."

Draft Admiralty Instructions.

In accordance with an arrangement concluded between Great Britain and Russia on the 30th May 1893, and in conformity with the powers vested in Her Majesty's Government by The Seal Fisheries (North Pacific) Act, 1895," and "The Seal Fisheries (North Pacific) Order in Council, 1895 " (copies of which are attached), the following Regulations have been made:-

1. British cruisers are to co-operate with vessels of the Russian Imperial Navy or Government in preventing persons belonging to British ships from killing or hunting seals during the period and within the prohibited zones, and until otherwise directed by a further Order in Council.

2. The masters of British ships likely to be affected should be warned that they will be liable to capture if their ships are boing or have been used or employed for the purpose of killing or hunting seals within those zones.

3. If any person belonging to a British ship kills, takes, hunts, or attempts to kill or take, any seal during the said period or within the said zones, or if any British ship, or the equipment or crew thereof, is or are used or employed in such killing, taking, hunting, or attempt, the ship may be stopped and examined within the prohibited zones by a British or a Russian cruiser, and in any other place by a British cruiser.
