The course already attempted of bringing the case within the existing Ordinances, by proclaiming that the voyage is to be deemed to be a voyage of more than seven days duration, seems to us less desirable both on account of the questions raised as to the actual duration of the voyage, and the apparently unnecessary stringency in some respects of the existing Ordinances.

LAW OFFICERS to COLONIAL OFFICE. Mr LORD,

Royal Courts of Justice, March 7, 1894. We were honoured with your Lordship's commands, signified in Mr. Wingfield's letter of the 16th ultimo, stating, with reference to the Despatch of the 28th of December 1893 and to our Report of the 14th ultimo*, that he was directed by your Lordship to inquire whether, in view of the decision of the Supreme Court of South Australia and the Colonial Act reported by the Governor, it was necessary that your Lordship should take steps to obtain Her Majesty's Fiat on the Petitions of Right of Messrs. McFarlane and Bowman.

In obedience to your Lordship's commands we have the honour to-

That we agree, that, in view of the facts stated in the Governor's Despatch of the 28th December 1893, it is not necessary to obtain Her Majesty's Fiat to the Petitions of Right in question.
