Royal Courts of Justice, 19th July 1887.
WE were honoured with Mr. Wingfield's letter of the 15th instant, stating that he was directed by you to lay before us the enclosed draft of a Bill which you proposed to bring in during the present session of Parliament, for the purpose of enabling the Queen by Order in Council to unite the Colonies of Trinidad and Tobago into one Colony.
That Mr. Wingfield was also to enclose copies of resolutions passed by the Legislative Council of Tobago on the 19th of January and the 11th of May 1887. and resolutions passed by the Legislative Council of Trinidad on the 8th of March 1887, and a copy of your dispatch to the Governor-in-Chief of the Windward Islands, referred to in the resolutions of the Tobago Council of the 11th of May.
That the draft Bill was modelled on the precedent of the Act providing for annexa- tion of the Turks and Caicos Islands to Jamaica (36 & 37 Victoria, chapter 6).
That you would be glad to be informed at our early convenience whether the draft Bill was, in our opinion, proper to be submitted to Parliament, and would be effectual for the purpose for which it was intended.
