from the new Colonial Courts to the Privy Council, and to take power to make Orders in Council whereby rules may be made for applying limitations. as to time, and dealing with matters of procedure.
It will, in our judgment, be better to make the proposed Bill complete in itself, and not merely to apply the existing procedure in force respecting appeals from Vice-Admiralty Courts."
In our opinion appeals from the judgment of the High Court of Admiralty in prize cases now lie to the Court of Appeal, and not to the Privy Council.
We desire to point out that some Imperial control must be preserved, because, in Admiralty and maritime cases, considerations of International Law not infrequently arise, and it is of the highest importance that the decisions upon such matters should be uniform.

Upon the general question, while we concur with the Report of our predecessors sent with the papers, that it is more a question of policy than of law, having regard to the extended nature of Admiralty jurisdiction, it is, in our opinion, desirable that the jurisdiction of the Vice-Admiralty Courts should be transferred to the Colonial Civil Courts in countries in which a proper court exista.
Power should be reserved to establish Vice-Admiralty Courts where no proper civil court can be found.
