3. We see no object to be gained by inserting in the new Letters Patent the state-
ment suggested in the third query.
GENERALLY.--As soon as the new Letters Patent have been issued, it would be well to pass an Ordinance confirming, and, if necessary, re-enacting any existing Ordinances specially relating to aliens.

November 19, 1891. We were honoured with your Lordship's commands, signified in a letter which we received from Mr. Wingfield on the 25th of September last, and in which he stated that he was directed by your Lordship to transmit to us the draft of an Order in Council applying the Fugitive Offenders Act, 1881, to the territories in South Africa under the Queen's protection to which the Order in Council of the 9th May 1891 (a copy of which was enclosed applied, and applying Part II. of the Act to a group consisting of certain British Possessions to which that part of the Act had already been applied by an Order in Council of the 17th November 1888, and the above- mentioned territories; and that Mr. Wingfield was to request us to inform your Lordship whether we concurred in the terms of the draft.
That copies of our Reports of the 17th and 30th April last relative to the draft of the Order in Council of 9th May 1891 were enclosed for reference.
We have taken the papers into our consideration, and, in obedience to your Lordship's commands, have the honour to

WHEREAS by treaty, grant, usage, sufferance, and other lawful means Her Majesty has power and jurisdiction in the territories of South Africa situate within the limits of this Order as herein-after described:
And whereas by an Order in Council dated the 17th day of. November 1888 has-been made by Her-Majesty-in Conneil-under Part II. of the Fugitive Offenders Act 1881 applying Pan-11--of-the-snid-ket was applied to the following group of British Possessions, namely:-
The Colony of the Cape of Good Hope,
The Colony of Natal;
British Bechuanaland, Basutoland, and
Zululand.
Now, therefore, Her Majesty, by virtue and in exercise of the powers in that behalf by the Fugitive Offenders Act, 1881, and the Foreign Jurisdiction Act, 1890, in Her Majesty vested, or any other power or authority enabling Her Majesty so to do, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:-
Part I.
1. The limits of thisOrder-are Part I. of this Order are, the parts of South Africa bounded by British Bechuanaland, the German Protectorate, the Rivers Chobe and Zambesi, the Portuguese Possessions, and the South African Republic.
2. Subject to the provisions of this Order, the Fugitive Offenders Act, 1881, shall apply as if the territories within the limits of Part I. of this Order were a British Possession.

3. In the Fugitive Offenders Act, 1881, as hereby applied to the said territories, unless the context otherwise requires, the expression" Governor' High Commissioner for the time being for South Africa.
