We were honoured with your Lordship's commands, signified in Mr. Bramston's

Royal Courts of Justice, July 11, 1890. letter of the 7th instant, stating that he was directed by your Lordship to transmit to us, for our consideration, an Order in Council relating to the Bechuanaland Protectorate which, for reasons stated in the enclosed copy of a letter to the Foreign Colonial Office Office, was submitted to, and had been passed by, Her Majesty before being considered once, 3rd July by the Secretary of Stato for Foreign Affairs or the Law Officers of the Crown; but which it was not intended to transmit to South Africa for promulgation unless and until its terms had been approved by Lord Salisbury and the Law Officers.

That the facts and circumstances out of which the proposal to pass the Order in Bae Book question had arisen, were so fully stated in the letter from the Colonial Office to the C.4588, Foreign Office, that it was unnecessary to do more than also enclose the documents Order in which formed the enclosure to that letter, and to request to be informed whether we saw any objection to the terms of tho Order in Council, or would suggest any 1887, Gold

amendments.
