MY LORD,

We were honoured with your Lordship's commands, signified in Mr. Wingfield's

Royal Courts of Justice, August 13, 1889. letter of the 23rd ultimo, stating that he was directed by your Lordship to transmit to us draft forms of Proclamation of Annexation and of Protectorate, drawn up in the Foreign Office, which it was proposed should be used by the officers of Her Majesty's Navy when declaring an annexation or a protectorate.

That Mr. Wingfield was to enclose a printed memorandum on the subject, also prepared in the Foreign Office; and that he was to request that we would inform your Lordship whether, in our opinion, the proposed forms were suitable and sufficient for the purpose.

That it would be observed that the forms had been drawn up so as to be applicable only in the case of an island or islands, but that it was presumed that in the case of annexation, or the establishment of a protectorate on the mainland, the substitution of the word" territory" or "territories" would meet the requirements of the case.

We have taken the matter into our consideration and, in obedience to your Lordship's commands, have the honour to

FORM OF PROCLAMATION of a PROTECTORATE. Proclamation.

"In the name of Her Majesty Victoria, Queen of the United Kingdom of Great Britain and Ireland, Empress of India.

"

"By [here insert the name and title of the officer making the announcement].

Whereas I have it in command from Her Majesty Queen Victoria, through Her Principal Secretary of State for the Colonies, to declare that Her Majesty has this day assumed a Protectorate over [here insert the name of the island, if only one, giving a description of its position], or, over the group of islands known as [here insert the name of the group], situated between [here insert the degrees of latitude north and south of the Equator, and of longitude east or west of Greenwich] and that the following island [or islands] and all the small islands or islets depending upon it [or them] is [or are] included in such Protectorate [here insert the name or their names], and-all-the-small-islands or lets-depending upon-it-[or-them].

"Now, therefore, I [here insert the name and title of the officer making the announcement] do hereby proclaim and declare to all men that, from and after the date of these presents, the above-mentioned island [or islands] has [or have] been placed under British protection.

"Given under my hand at [here insert name of place and date].
