Royal Courts of Justice, June 3, 1889. We were honoured with your Lordship's commands, signified in Mr. Bramston's letter of the 23rd ultimo, stating that, with reference to the letter from the Colonial Office of the 19th March, and to our report of the 28th of that month,* on the subject of the prohibition of the exportation of coal from the Colonies in the event of war, he was directed by your Lordship to inform us that the word "severally" in the third paragraph of the draft of the letter from the Colonial Office appeared from our report to have been miscopied "generally," and that the paragraph should have run as follows:- "Whether the expression military and naval stores (number four in the list " enclosed in the Circular Despatch), and the provisions referred to of the Imperial

Customs Acts, may severally be held to cover coal, &c."

That your Lordship regretted that you were obliged to trouble us with a further letter on the subject, but that Mr. Bramston was to request that your Lordship might be favoured with our opinion whether the expression military and naval stores (number four in the list enclosed in the Circular Despatch) might equally with the words in the Imperial Customs Acts, "military and naval stores and any articles which Her Majesty shall judge capable of being converted into, or made useful in increasing the quantity of, military and naval stores," be held to cover coal.
