Foreign Office, April 21, 1885. WITH reference to your letter of the 31st ultimo, enclosing a copy of a despatch from the Governor of Hong Kong requesting further instructions as to the proper treatment of the Messageries steamers under the Foreign Enlistment Act, I am directed by Earl Granville to acquaint you, for the information of the Earl of Derby, that the Law Officers of the Crown, to whom the question was referred, have reported that they do not think it is shown, on the facts stated by the Governor, that the Messageries Maritimes ships are rendering such assistance to military operations as to render it necessary that any steps should be taken in relation to them.
