The following is a copy of a letter from the Home Office:-

Whitehall, November 14, 1884.

I AM directed by the Secretary of State to transmit to you, herewith, a copy of a letter which has been received from the Colonial Office suggesting the advisability of introducing a Bill into Parliament extending the " Explosives Act, 1883," to acts done in any part of Her Majesty's dominions, or by British subjects out of Her Majesty's dominions, with intent to cause an explosion of a nature likely to endanger life or to cause serious injury to property in any part of Her Majesty's dominions; and I am to request that you will be so good as to lay the same before the Attorney and Solicitor-General for their opinion thereon.

The following is a copy of the letter from the Colonial Office referred to :-

SIR,

Downing Street, November 12, 1884.

I AM directed by the Earl of Derby to request that you will inform Secretary Sir William Vernon Harcourt that it has occurred to his Lordship, that with a view to protecting life and property in British Colonies from injury through explosive substances resulting from the acts or conspiracy of persons outside such Colonies, and in view of the incompetence of a Colonial legislature to impose penalties for acts done out of the teritorial limits of the Colony, it may be advisable to introduce a Bill in Parliament extending the " Majesty's dominions, or by British subjects out of Her Majesty's dominions, with Explosives Act, 1883, to acts done in any part of Her intent to cause an explosion of a nature likely to endanger life or to cause serious injury to property in any part of Her Majesty's dominions, and making the offence triable either in that part of Her Majesty's dominions where the act is done, or in that part where the explosion takes place or is intended to take place. Lord Derby would be glad to be favoured with Sir W. Harcourt's opinion as to the above suggestion.

Opinion.

We are of opinion that it is advisable to introduce a Bill into Parliament in accordance with the suggestion contained in Mr. Wingfield's letter of November 12th.
