LAW OFFICERS to COLONIAL OFFICE.

We were honoured with your Lordship's commands, signified in Sir Robert

Royal Courts of Justice, July 17, 1884. Herbert's letter of the 11th instant, stating that he was directed by your Lordship to transmit to us a copy of a letter from the Premier of Queensland, received through the Governor of the Colony respecting the extradition of offenders from the jurisdiction of a Colony to that of the High Commissioner for the Western Pacific.

That Mr. Griffith stated the question fully, and that our opinion was requested as to whether his conclusions were correct.

A copy of the Western Pacific Order in Council of 1879 was enclosed for reference. In obedience to your Lordship's commands we have the honour to

That we think the doubts existing in this matter render it advisable that an Order in Council shall expressly apply "The Fugitive Offenders Act of 1881," and give directions for carrying it into effect, as suggested in Mr. Griffith's letter of May the 7th.
