election within the Transvaal territory (except the exemption from all compulsory military service mentioned in the telegram of the 1st July) is not (to me) apparent. And, if there is to be any law of compulsory military service under the local government to be established in the Transvaal territory, it seems to be scarcely possible that an option to become exempt from it, by registering themselves within 12 months, can be reasonably claimed for all the present inhabitants of that territory.
