MY LORD,

We are honoured with your Lordships commands, signified in Mr. Holland's

Temple, April 15, 1872. letter of the 13th instant. stating that he was directed by your Lordship to transmit to us a Despatch of the 2nd January from the Governor of the Cape of Good Hope. and of an enclosed correspondence between Sir Henry Barkly and the Lieutenant Governor of Natal, in which certain questions were raised with reference to the subject of candidates for office in the South African and Orange Free States Republics of persons holding office in the Cape or Natal Colonies.

And that he (Mr. Holland) was also to transmit to us copies of a correspondence between your Lordship's Department and the Treasury with respect to the question whether a British subject forfeited a pension by ceasing to be a British subject, and he (Mr. Holland) was to request us to take into consideration these papers, together with the draft of an answer thereto annexed which your Lordship proposed to return, and to favour your Lordship with our opinion whether we approved of the proposed answer in a legal point of view, and that we would suggest any additions or amendments which the subject might appear to us to require.

And further, your Lordship would be glad to receive our report at our early convenience.

In obedience to your Lordship's commands we have taken these papers, together with the draft of an answer, into our consideration, and have the honour to
