LAW OFFICERS to COLONIAL OFFICE.

Temple, 5th February 1880.

We were honoured with Mr. Edward Wingfield's letter of the 29th January last, stating that he was directed to transmit to us a copy of a letter from the Attorney- Mr. Han- General of the Leeward Islands, and to request that we would favour you with our cock, 15th opinion upon the question raised by Mr. Hancock as to his competence to exercise, Dec. 1879. whilst holding the Acting Appointment of Chief Justice, in conjunction with his own Act in origi- office, certain powers conferred by the Local Act No. 6 of 1876 (of which a copy was nal to be enclosed for reference) upon the Attorney-General.

In compliance with the request contained in Mr. Wingfield's letter we have the honour to

That we are of opinion that it is unconstitutional that the Acting Chief Justice should, whilst he occupies that position, perform any of the functions of the Attorney- General with reference to any matter which may come before the tribunal over which he presides.
