LAW OFFICERS to FOREIGN OFFICE.
MY LORD,
We are honoured with your Lordship's commands, signified in Sir Julian Pauncefote's letter of the 19th instant, stating that, with reference to our Report of
Temple, November 27, 1879. the 21st June last, he was directed by your Lordship to transmit to us the accom- panying copy of a draft Ordinance for enabling Her Majesty's High Commissioner in Cyprus to raise a force of constabulary, which was needed. owing to the reduction of the military garrison in that Island, and for meeting the expenses of which a vote was taken during the last Session of Parliament. A copy of the vote in question was inclosed for our information.
That Sir Julian Pauncefote was to request that we would take that draft into our consideration, and favour your Lordship with our opinion whether it was suffi- cient to carry out the object in view, and in other respects could properly be trans- mitted to the High Commissioner for submission to the Legislative Council of the That as it was desirable that that force should be raised as soon as possible, Sir Julian Pauncefote was to request that our opinion might be given at our earliest convenience.

That in our opinion the draft Ordinance is sufficient to carry out the object in view, and we see no legal objection to its being transmitted to the High Commissioner for submission to the Legislative Council of Cyprus.
