MY LORD,
We are honoured with your Lordship's commands, signified in Sir Julian
Temple, December 18, 1878. Pauncefote's letter of the 12th instant, stating that, with reference to our report of the 4th instant, respecting the draft of a proposed Ordinance for the expulsion from Cyprus of persons believed to be dangerous to the peace and good order of the Island, he was directed by your Lordship to transmit to us the draft of an amended Ordinance for that purpose.
That it would be seen that that Ordinance would provide that dangerous persons might be prohibited from remaining in the Island by a resolution of the Legislative Council, whereas the draft Ordinance submitted to us in Sir Julian Pauncefote's letter of the 3rd instant vested the power of such prohibition in the High Commissioner, with the advice of the Executive Council.
That the papers enclosed in the former letter were returned to us, and that Sir Julian Pauncefote was to request that we would take them into our consideration, together with the draft of the amended Ordinance then transmitted to us, and favour your Lordship with our opinion as to whether the amendments therein made disposed of the objections which the original draft appeared to us to present.

That, though the amendments to the Ordinance considerably modify the objections we entertained to it in its original form, it may be a question whether the Ordinance even now does not confer too arbitrary an authority.
