Temple, 12th September 1876. We were honoured with your Lordship's commands, signified in Mr. Meade's letter of the 11th August last, stating that he was directed by your Lordship to transmit to us for our consideration a copy of a Despatch from the Governor of No. 106, 16 Trinidad, enclosing a report from the Colonial Attorney-General, having reference to June 1876. certain proposed alterations in the harbour regulations of the Colony; and that he 6 June 1876. was to request that we would favour your Lordship with our opinion whether the Attorney-General of Trinidad is right in advising that these regulations, having been established by an Order of Her Majesty in Council, the Legislative Council of the ('olony has no power to alter them.

Mr. Meade also stated that he was to refer us to our letter of the 1st of July, in which we favoured your Lordship with our opinion that it was competent to the Legislature of British Guiana, under instructions from the Secretary of State, to pass an Ordinance, which should come into immediate operation, repealing, so far as it affected the Colony, an Order in Council relating to the currency; and your Lordship presumed that in conformity with that opinion the Legislature of Trinidad would be competent to pass the proposed Ordinance if authorised to do so by the Secretary of State, and that it would come into immediate operation, without confirmation by Order in Council.

That unless there is something peculiar in the constitution of the Legislature of Trinidad, the Legislature of Trinidad would be competent to pass the proposed Ordinance if authorised to do so, and that it might be made to come into immediate operation.
