THE LORD CHANCELLOR to COLONIAL OFFICE.

WITH reference to your letter of the 22nd instant, I am directed by the Lord

House of Lords, May 24, 1876. Chancellor to request you to inform Lord Carnarvon that the Lord Chancellor approves of the Circular which it is proposed to address to the Colonial Governors respecting the use of the addition to the Royal Titles in instruments relating to the Colonies, subject to certain alterations which his Lordship has made in pencil upon the draft.

With regard to the list of instruments issued from the Colonial Office, enclosed in your letter, the Lord Chancellor is of opinion that in Nos. 7, 9, and 10 (as marked on the returned list) the addition ought not to be employed. With regard to No. 15 (Emigration Commissions) the Lord Chancellor has not the actual instruments before him, but he is inclined to think that these would also only operate in England, and therefore would not require the addition. In all the other instruments enumerated in the list his Lordship is of opinion that the addition should be used.
