THE LORD CHANCELLOR to COLONIAL OFFICE.

I AM directed by the Lord Chancellor to acknowledge the receipt of ship's letter of the 2nd instant upon the subject of the application to Colonial instruments, your Lord- whether issued in this country or in the Colonies, of the addition to the Queen's titles directed to be made by the Royal Proclamation of the 28th ultimo.
The Lord Chancellor is of opinion that, in Commissions or Letters Patent issued in this country appointing Colonial Governors, the full title of Her Majesty ought to be recited. He would not wish to express an opinion with regard to any other instru- ment issued in this country to the Colonies without knowing what exactly the instrument was.
With regard to the internal documents of the Colony, such as writs, &c., confined entirely to the Colony, the Lord Chancellor is not aware how far or in what Colonies it is now the practice in such documents to recite the style and titles of the Queen. He entertains a strong opinion that it would not be desirable or convenient to alter the style in such documents, and he conceives that no such alteration would be made unless the proclamation which has been made in England were to be made also in the Colonies.
The Lord Chancellor would submit, for the consideration of your Lordship, whether it would not be desirable to take order that for the present, at least, no proclamation should be made in a Colony.
