LAW OFFICERS to FOREIGN OFFICE.
Lincoln's Inn, April 1874. We are honoured with your Lordship's commands, signified in Lord Tenterden's letter of the 6th April instant, stating that with reference to the report of the late Law Officers of the Crown of March 24th, 1873, he was directed by your Lordship to transmit to us therewith a despatch from Her Majesty's Minister at Washington containing some observations made by Mr. Carlisle, the legal adviser of that Legation, in regard to the British settlers in the island of San Juan.
Lord Tenterden also stated that he was to request that we would take that despatch into our consideration, together with the previous papers which were enclosed there- with for convenience of reference, and favour your Lordship with
that we might have to offer thereupon.

In obedience to your Lordship's commands, we have taken the papers into our consideration, and have the honour to
Report
That we agree with the opinion of Mr. Carlisle that the island of San Juan must be taken to have formed a part of the United States previous to the award of the Emperor of Germany and during the controversy between Great Britain and the United States.
We are also of opinion that Sir E. Thornton may properly be instructed to bring the case of these British settlers, who are not within the beneficial provisions of the United States statutes, and who settled in the island on reliance on the title of Great Britain, to ask for a favourable consideration of their oase, that they may be protected by the further legislation of Congress.
