LAW OFFICERS to COLONIAL OFFICE.

We are honoured with your Lordship's commands, signified in Mr. Meade's

Temple, August 17, 1871. letter of the 16th instant, stating that with reference to our letter of the 29th ultimo,* reporting on the case of Kwok-a-Sing, a Chinese coolie, who was charged in Hong Kong with murder and piracy, he was directed by your Lordship to transmit to us a copy of a Despatch received from the Acting Governor of Hong Kong forwarding a paper drawn up by the Chief Justice giving his reasons for refusing to try Kwok-a- Sing for piracy; and further stating that your Lordship requested that we would take those further papers into our consideration and favour you with our opinion whether anything therein contained in any way affected our recommendation that the Queen's Proctor should be instructed to prepare the necessary papers to support an application for leave to appeal against the two judgments given by the Chief Justice Smale in this case.

In obedience to your Lordship's commands we have taken the further papers into our consideration, and have the honour to

That nothing contained in the paper drawn up by the Chief Justice of Hong Kong affects our recommendation that the Queen's Proctor should be instructed to prepare the necessary papers to support an application to the Judicial Committee of Her Majesty's Privy Council for leave to appeal from the two judgments given by the Chief Justice in the case of the “Nouvelle Penelope."
