We are honoured with your Lordship's command signified in Mr. Herbert's letter of the 3rd instant, stating that with reference to his letter of the 2nd instant on the subject of the objection taken by the United States Government to the Act of the Legislature of Newfoundland relating to the Treaty of Washington, he was directed by your Lord- ship to transmit to us for our consideration, in connexion with the question submitted in that letter, copies of two Despatches from Sir E. Thornton, which had been received that day through the Foreign Office.
