LAW OFFICERS to COLONIAL OFFICE.
Temple, August 28, 1873. We are honoured with your Lordship's commands, signified in Mr. Herbert's letter of the 16th instant, stating that he was directed by your Lordship to transmit to us a copy of a Despatch from the Acting Governor of New Zealand and of its enclosures, relating to the question of a grant of a free pardon, with restitution of civil rights, to "George Rennie."
And that he (Mr. Herbert) was also to annex a copy of the commission of Sir G. Bowen, as Governor of New Zealand, and of the "Convicts Forfeiture Act, 1871" (No. 48 of 1872), to which Sir George Anney referred, and he was further to enclose a copy of the Despatch which your Lordship proposed to address to the present Governor upon the subject.
And that he (Mr. Herbert) was to request us to favour your Lordship with our opinion whether the proposed Despatch is a proper answer to be returned to the Governor, and that we would make such alterations in it as might appear to us desirable.
In obedience to your Lordship's commands we have the honour to-

That the Despatch proposed to be addressed by your Lordship to the Governor of New Zealand appears to us to require the alterations to be made which we have initialled in the draft.
