22ND OCTOBER. Your Miscellaneous despatch, 14th August. Watts, so far as his inquiry permits, inclines to the opinion in which I concur that existing stringency would be relieved by the establishment of a Government Agricultural Bank on the lines provided in the Trinidad Ordinance, Chapter No. 132, and Amendments. Proposed scheme appears to be eligible for assistance from the Colonial Development Fund. Despatch follows at the earliest possible date.

Watts desires it to be clearly understood that apart from the Agricultural Bank, and presumably the Colonial Development Fund, he has also under consideration proposal for early relief of sugar industry.

TELEGRAM.

12TH NOVEMBER. My telegram of 22nd October.† Imperial Colonial Develop- ment Fund. Proposals for establishment of Government Agricultural Bank, which I approve, have now been submitted.

It is desired to raise the first portion of the capital by a loan of £300,000 from Imperial Development Fund, but only part, perhaps £100,000, would be required at first and remainder later.

If you approve, suggest that provisional application he made to ensure that money is available before the Fund exhausted by grants to other applicants.

Despatch follows giving full details.

Government House, Port Louis, 15th November, 1929. WITH reference to previous correspondence ending with my telegram of the 11th [? 12th] instant on the subject of the Imperial Development Fund and the proposed establishment of an Agricultural Bank in Mauritius, I have the honour to forward to Your Lordship copies of minutes by the Colonial Secretary and Sir Francis Watts, K.C.M.G., giving full details in regard to the possibility of establishing an Agricultural Bank in the Colony.

2. I concur entirely in the views expressed in these minutes and am of opinion that the formation of an Agricultural Bank would be of great benefit to the agricul- tural community of the Colony.
