The State Council was formally opened with full ceremony on the 5th January, 1932. This was the 334th meeting of the Council.
His Highness the Sultan arrived at the main entrance of the Public Offices at 10.30 a.m. where he was received by a Guard of Honour consisting of Malays of the Federated Malay States Police under the command of Mr. F. Wallace, Assistant Commissioner of Police. His Highness was accorded the Royal Salute and the Selangor National Anthem was played by the State Band. After inspecting the Guard of Honour His Highness was received by the British Resident who presented to him the newly-appointed members of Council and State Heads of Departments who were assembled at the foot of the main staircase.
His Highness, the British Resident, the members of Council, Heads of Depart- ments and a small number of the public then proceeded to the Council Chamber. All members of Council, with the exception of His Highness the Sultan, the British Resi- dent, and the Raja Muda, made and signed the affirmation as members of Council in turn standing in their places His Highness then addressed the Council. The British Resident then read out in English and Malay a telegram received from His Excellency the High Commissioner of which a copy is attached, after which he addressed the Council in Malay. His Highness the Sultan briefly replied voicing his cordial apprecia- tion of His Excellency's telegram and his thanks for the good wishes expressed by the British Resident. A copy of a telegram sent by the British Resident to His Excellency is attached. The State Heads of Departments then withdrew and the Council pro- ceeded to the business of the day.

PLEASE Convey to the Sultan my cordial greetings on the occasion of the first meeting of His Highness's reconstituted State Council and also an expression of my fervent prayer and confident belief that in its performance of the duties that will gradually devolve upon it under the policy of decentralization the new Council will advance the welfare and good Government of Selangor.

The reconstituted State Council of Negri Sembilan was formally inaugurated by His Highness the Yang di Pertuan Besar of Negri Sembilan and the Undang in the State Council Chamber on the 25th February, 1932, in the presence of a fair crowd of visitors.
His Highness the Yang di Pertuan Besar arrived at the entrance of the Council Chamber at 10.25 a.m., when he was received by a Guard of Honour consisting of the Malayan Volunteer Infantry under the command of Captain E. H. Wilson. His Highness was accorded the Royal Salute and the Negri Sembilan Anthem was played by the Band of the Malayan Volunteer Infantry.
The British Resident then accompanied His Highness to the Council Chamber where the members of the State Council were presented to him.
The British Resident then read in English and Malay a telegram received from His Excellency the High Commissioner, a copy of which is attached, after which His Highness addressed the Council. A translation of His Highness' speech is attached. All the new members of State Council then made the affirmation.
Mr. D. Farquharson, on behalf of the Unofficials, thanked His Highness and the Undang for the honour conferred on them.
His Highness voiced his cordial appreciation of His Excellency's telegram. Visitors then withdrew and after a photograph of the combined Councils was taken, the State Council reassembled.

I earnestly hope and believe that the re-formed Council in assuming the duties which will gradually devolve upon it under the revised Constitution of the Federated Malay States will promote the welfare and good government of Negri Sembilan.

On behalf of the Undang and myself I thank Your Excellency for your message to-day on the occasion of the inauguration of the reconstituted State Council. I reci- procate Your Excellency's hope and belief that the reformed Constitution will promote the welfare and good government of Negri Sembilan.
