2. The Agreement signed at Bangkok will be ratified by His Majesty's Govern- 'ment in the United Kingdom, and I trust that it will not be the wish of the Sarawak Government that at the moment of ratification His Majesty's Government in the United Kingdom should make a Declaration under Article V excluding Sarawak from the operation of the Agreement.

I HAVE the honour to transmit to you a copy of the Agreement and Final Act of the Bangkok Conference on the Suppression of Opium Smoking (C.70, M.36, 1932, XI), together with a copy of the Report on the Conferencet submitted by Sir M. Delevingne to the Foreign Office.
2. In view of the system of control of opium smoking already established in Ceylon, it is assumed that it will not be necessary to exclude Ceylon under the provisions of Article 5, when the Agreement is ratified by His Majesty's. Government in the United Kingdom.

I HAVE the honour to refer to Recommendation No. XI in the Final Act of the Bangkok Conference, viz., that the Advisory Committee of the League should be asked to prepare, for the use of Governments, a form of annual report on the use, &c., of prepared opium. That recommendation was referred by the Council of the League to the Advisory Committee on Traffic in Opium and other Dangerous Drugs, and at the recent meeting of that Committee, a sub-committee was appointed to consider the question. A very elaborate form of report consisting of 22 headings and 13 statistical tables had been drafted by the League Secretariat for consideration, but it was objected to on grounds of its length and complexity and an abridged list of heads, of which a copy is enclosed, was provisionally accepted by the Advisory Committee.
2. A final decision will probably not be taken until the next meeting of the Advisory Committee. Meanwhile, I shall be glad to learn if you wish to make any observations on the enclosed list.

I HAVE the honour to refer to the report of Sir Malcolm Delevingne on the proceedings at the International Conference on the suppression of opium smoking held at Bangkok in November, 1931,* published as Foreign Office print Section 1, No. 1, and in particular to the last paragraph of the section headed "Restrictive Measures (1) Institution of complete Government Monopoly, on page 5 of the print. 2. It is proposed as a first step towards carrying out the recommendations made by the Conference to open in different parts of the Colony six establishments under direct Government management for the retail sale of monopoly opium, with the ultimate object, should the experiment prove successful, of abolishing the system hitherto followed of sale on private premises by salaried retailers.

3. An estimate has been prepared to cover the cost of renting and fitting up premises for the purpose and of the salaries of the necessary staff, and I propose shortly to ask the Legislative Council to vote the sum of $30,000 in respect of the year, 1932, to which expenditure the Finance Committee has already agreed. Mean- while I have to request in accordance with Colonial Regulation 281 your covering approval of this expenditure.
