SIR,
I have the honour to confirm my telegram No. 106 of the 16th of June, on the subject of the recommendations of the Financial Commissioners as regards the Forestry Department.
2. I enclose a copy of a memorandumt prepared by Mr. G. N. Sale, Conservator of Forests, after perusal of the Commissioners' recommendations, and a copy of a memorandum by Professor R. S. Troup of the Imperial Forestry Institute. I approve the carrying out of the proposals in Mr. Sale's memorandum, as modified by Professor Troup. Mr. Sale should, however, be asked to submit a report in a year's time on the progress of the romanization in order that the matter may be reviewed at that time.
3. It has been decided that the post of Assistant "onservator should be retained for the time being, but this post will be specially considered when the position is reviewed, and Mr. Sale should be I asked to give special attention to the need for its retention. should be glad you would assume Mr. Carcenac that in any event, if it should be decided to abolish the post, every consideration will be given t the possibility of transferring him elsewhere, although it will be appreciated that in the present circumstances no guarantee can be given that any suitable vacancy will arise.

I have the honour to acknowledge the receipt of your Confidential despatch of the 18th of April," regarding the proposed arrangements for giving effect to the recommendations of the Financial Com-
mission.
2. The immediate action to be taken as regards increased taxation, retrenchment, and further reductions in salaries has already been decided upon as a result of telegraphic correspondence including my Confidential telegram No. 79 of the 28th of April, 1932, and ending with my Confidential telegram No. 92 of the 19th of May, 1932,‡ and I assume that the suggestions contained in the despatch under acknowledgment for an increase in the tax on loans and for a new tax on Government loans will not now be pursued.
3. With regard to the views which you have expressed in paragraph 14 of your despatch on the subject of the retrenchment of staff, I desire to assure you of my general agreement with your attitude.
4. For the present I must reserve my decision as to the expediency of increasing the levy on salaries or the extension of the levy to pensions. The latter step is one which has not as yet been taken in any other Dependency.
