Among proposals of Unofficial Members the suggestion was made that salary levy should be extended to the salaries of aided school teachers. If this has not already been done, I should be glad to know whether you see objection to it.

As regards economies to be made by reduced subventions to local bodies, or transfers of services to them, you will, no doubt, reconsider the position in view of the proposed abandonment of increased house tax by the Government.-CUNLIFFE-LISTER.

With reference to my telegram No. 59,* I take the opportunity afforded by an air mail leaving to-day, to transmit to you a copy of the memorandum submitted by the Unofficial Members of the Council of Government containing alternative proposals for a balanced Budget for the year 1932-1933.

2. I am not yet in a position to submit final recommendations which will be done by telegraph after further consultation with the Executive Council and the Unofficial Members.

MEMORANDUM SUBMITTED BY THE UNOFFICIAL MEMBERS OF THE COUNCIL OF GOVERNMENT TO HIS EXCELLENCY SIR WILFRID E. JACKSON, K.C.M.G., GoVERNOR AND COMMANDER IN CHIEF OF MAURITIUS AND ITS DEPENDENCIES.

The full report of the Financial Commissioners having been made public, we, the undersigned Unofficial Members of the Council of Government avail ourselves of the invitation of the Right Honourable the Secretary of State for the Colonies and that of Your Excellency to lay before you alternative proposals with a view to compilation of a balanced budget for the year 1932-33.

Our recommendations are on the assumption that a sura of approximately Rs. 2,500,000 will be required to balance the forth- coming Budget, and we should like to make it quite clear that the levies on personal emoluments and pensions we propose should be

of a temporary nature and only applicable to the coming financial year and subject to revision thereafter.

We propose therefore as follows:-

I. Twenty per cent. Levy on Civil Service Personal Emoluments effecting

saving of about ...

II. Increased Customs Duty on various

goods estimated to yield about III. Increased Licences estimated to yield IV. Reduction under head, Other charges

V. Retrenchment (in accordance with Government's own estimation) ·
