TELEGRAM.
15TH APRIL. No. 63. Your telegram of 1st April, No. 51.* I agree to tender for supply of 100 chests of Turkish opium being called. Price per pound should be quoted. Payment after delivery and testing. Specification morphine not less than 10 per cent. ash, not more than 5 per cent. moisture, not more than 22 per cent. Straits Settlements Government's Certificate as to compliance with specification to be final.

Bellairs Atkinson, however, submitted an alternative tender for opium of a similar quality and make up to that which has been supplied to the Dutch East Indian Govern- ment in Batavia at a price of 10s. 6d. per lb. Bellairs Atkinson and Company stated had given entire satisfaction to the Dutch East Indian Govern- We accordingly telegraphed the prices of the two tenders mentioned and the alternative offer of Messrs. Bellairs Atkinson and Company, and were instructed by the Colonial Government to accept the alternative offer of the latter firm. This we have done and a copy of the tender is enclosed.

Downing Street, 14th May, 1931. WITH reference to your letter of the 29th of July, 1929,† and previous corre- spondence, I am directed by Lord Passfield to transmit a copy of a telegramţ from the Officer Administering the Government of the Straits Settlements agreeing to tenders being called for the supply of 100 chests of Turkish opium.
2. I am to request you to invite tenders from the firms in the following list for the supply of 100 chests of Turkish opium to be shipped from Constantinople to Singa- pore for delivery there not later than the 1st of November, 1931, conditions of tender being as indicated in the Officer Administering the Government's telegram :-

3. The form of tender should be similar to that previously employed in connexion with purchases of Persian opium, with such variations as are implied by the Straits Settle- ments telegram.
4. I am to request that before any tender is accepted its terms may be referred by telegram to the Officer Administering the Government of the Straits Settlements, quot- ing the price per pound offered.

FORM OF TENDER.
To the Crown Agents for the Colonies,

We hereby agree to supply to the Government of the Straits Settlements, 100 chests each containing one hundred and forty slabs of one pound weight each of Turkish opium to the specification given below and upon the terms and subject to the attached conditions of contract for the sum of ten shillings and six pence sterling per pound net avoirdupois.

TURKISH OPIUM, to test not less than 10 per centum by the Harrison and Self
method of analysis.
Of a make up and blend similar to that supplied to the Dutch East Indian Government in Batavia.

Conditions of Contract.
1. The opium is to be delivered at Singapore not later than the 1st of November,
2. The opium shall be delivered on board ship at Smyrna consigned to Singapore and the Contractor shall pay all costs charges and expenses of and incidental to the conveyance of the said opium to Singapore and of delivering the same there ex-ship and the Government of the Straits Settlements (hereinafter called the Government) shall make all arrangements for obtaining the necessary permits for shipment and shall bear the cost of transporting the said opium from the ship's side at Singapore to the Government Monopolies Department Warehouse in Singapore. The risk of any loss or damage to or deterioration of the said opium until delivered to the Govern- ment at Singapore from whatever cause arising shall be borne by the Contractor.
3. Upon arrival of any consignment of opium at the Government Monopolies Department Warehouse samples thereof shall be taken which samples are to be sealed and kept under seal until analysed under the supervision of the Government Analyst. The Contractor shall be entitled to nominate in writing a representative to be present at the taking of such samples which representative shall be permitted to take duplicate samples under Government seal of each consignment.
4. The Government shall forthwith cause the samples retained by them to be analysed under the supervision of the Government Analyst and in the event of the samples of opium being found not to comply with the specification the Government shall be at liberty to reject the whole consignment. The decision of the Government Analyst as to whether or not the opium complies with the specification shall be final and binding on both parties
