With reference to the telegraphic correspondence noted in the Tel. to margin terminating with Your Lordship's telegram No. 2 of the Crown 2nd January, 1931, relating to the financial position of the Colony Agents, and the advisability of realizing investments of Surplus Funds, have the honour to transmit the attached statements of the position Sec. of State; as at the 31st December, 1930, which have been furnished by the Acting Receiver-General :-
1. Statement of Revenue to 31st December, 1930;
2. Statement of Expenditure to 31st December, 1930;

4. Statement of Estimated Cash Balance as on the 8th January, 1931,
this date being selected to provide for inclusion of certain special payments due in the early part of January. Statements 1 to 3 are also, of course, in part the result of an estimate of the position as the December accounts are not yet made up and the Crown Agents accounts from November onwards have not yet been received.
2. It had been my intention in any case to invite Your Lord- ship's attention to the position at the end of the year 1930, by which time I had hoped to be able to form a judgment as to the probable results of the transactions for the second half of the financial year. The exhaustion of the Cash Balances available and the disappointing results of revenue collections have, however, given the matter an urgency greater than I had anticipated.
