available and it was better to relieve them, especially the Director of Agriculture, of any direct responsibility for assessment of loan(s). It must be recognized that both agricultural and mercantile interests are concerned and that it is impossible to secure a Board of which the Members would be both competent and disinterested. Above Board is predominantly non-agricultural with the exception of Montocchio, who is President of the Chamber of Agriculture.

2. It is proposed that the Board be instructed to take into account in assessing applications (1) actual damage to buildings, plant, and stock; (2) general level of crop damage in particular district; and (3) any particular circumstances affecting individual properties con- cerned. Chamber of Agriculture has represented that it would be of great assistance if instalment of loan in respect of crop damage could be authorized in advance of completion of cropping, if possible by the end of July. Executive Council consider that advances up to half of estimated damage could be safely authorized and recommend this course. I agree as I consider it important that planters should be enabled to make best possible use of available moneys and security to make these advances quite safe.

10th July. Your telegram No. 78.1 Following is proposed text of Instructions for Hurricane Loan Board :-

Begins-1. Loan to be measured by loss suffered as sole and direct result of hurricane.

2. Losses on buildings, factories, and other immovable property to be assessed at actual expenditure involved in making good damage due solely to the hurricane.

3. Losses on crops to be assessed on general assumption that crops at the time of the hurricane would have yielded 250,000 tons of sugar for the whole island and sold at average price of 1930 crop.
