WITH regard to your telegram 6th Junet The offer of Hadji Ali Akbar has been accepted on the terms of payment as in your telegram.† Is it your wish that British firm of Whittall, Constantinople, proposed by Home Office, or Taranto et Fils should be asked to submit tenders on same terms. Your telegram 29th May,§ Nemazi's offer arouses strong suspicion that he still deals in opium even though he has been refused a licence. Is it not possible to institute proceedings against him in this con- nexion. AMERY.

9TH JUNE. In reply to your telegram of the 7th June, further supplies will be necessary, to secure our position. I propose that further tenders for one thousand chests should be called for from Ali Akbar on the same terms as previously, and also from the two firms specified. When offering to deal with Government, Nemazi must have presumed that he would be granted a licence if his offer were accepted. I consider that a prosecution would not be a success.

WITH reference to your telegram 9th June* relative to the purchase of Persian opium. I am inviting Ali Akbar, Whittal, of Constantinople, and Taranto et Fils, of Smyrna, to send further tenders. Bellairs Atkinson have informed me that they are at present negotiating for a combine with Zieglers, of Manchester, to enter opium trade. Zieglers are a reputable firm financially sound, and it seems a promising con- junction. I shall be glad to learn by telegraph whether you would be prepared to place with them a small sample order of between 50 to 100 chests on the terms referred to in your telegram 9th May,† and at the price which was last paid. It would then be possible for the qualities to be compared, and for it to be seen of what they are capable. An order of this kind would also assist them in completing their arrangements for submitting tenders as and when future supplies are required.-AMERY.

19TH JUNE. It would not be, in my opinion, a guarantee for the future if the small order suggested in your telegram 18th Junet were satisfactorily carried out. I do not feel at all inclined to trade with Bellairs Atkinson even though combined with Zieglers. Bellairs Atkinson tenders have proved the firm unreliable, and it is obvious that Zieglers are not strong enough to withstand the ring's opposition. I have been confidentially informed that Kazeroone has traded in opium of inferior quality for Straits Settlements market it is presumed for Ali Akbar." You should not place too much confidence in this information.

YOUR telegram of 19th June.§ On further consideration I feel that I could not defend in Parliament the exclusion of Zieglers and Bellairs Atkinson who are reputable British firms, from invitation to tender for supply of opium, and they will accordingly be asked to tender. If you consider this will mean too many firms in the market at once, Taranto et Fils will not be included in the list on this occasion.
