LAW OFFICERS to COLONIAL OFFICE.
MY LORD,
Temple, December 27, 1870. We are honoured with your Lordship's commands, signified in Mr. Holland's letter of the 19th instant, stating that with reference to our Report of the 29th July last, that Gibraltar is a place to which it would be perfectly just and reasonable to refuse to apply the provisions of the 14th article of the Commercial Treaty of the 6th August 1863, between Her Majesty and the King of Italy, he was directed by your Lordship to transmit to us a copy of a letter in which Lord Granville explained the state of the case to the Italian Minister at this Court, together with a memorandum drawn up by Mr. de Cordorna, and embodying the substance of a conversation which took place on the subject between Lord Granville and himself, and Mr. Holland was pleased to request that we would inform your Lordship whether the arguments urged by M. de Cordorna in this memorandum lead us to alter in any respect the opinion stated in our Report of the 29th July.

That on full consideration of the memorandum of the Italian Minister we see no reason to change or modify the opinion we expressed to your Lordship on the 29th July last.
