LAW OFFICERS to FOREIGN OFFICE.

Temple, December 1869. MY LORD,

We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 13th instant, stating that Lord Granville has communicated to your Lordship a copy of our Report of the 30th ultimo* on the two Despatches from Governor Walker reporting the circumstances which led to the detention of the steamship Lilian," sailing under the flag of the insurgents in Cuba, and claiming to be a Cuban Government vessel, and that with reference to that Report he was directed by your Lordship to transmit to me the accompanying letter from the Colonial Office, enclosing additional Despatches which have been received from the Governor of the Bahamas, reporting his further proceedings with regard to this vessel, which appears to have been released and subsequently recaptured, while attempting to load, and is about to be proceeded against under the 7th section of the Foreign Enlistment Act; and Mr. Hammond was to request that we would take these papers into our consideration at our earliest convenience, and furnish your Lordship with our opinion thereupon, and more specifically as to whether all that has been done has been legal, and whether the The previous papers relating to law admitted of anything more or better being done. this case were also enclosed.

That we are of opinion that all which has been done as regards the “Lilian” and the vessels which attempted to supply her with coal within British waters has been perfectly legal, and we are not aware of anything more or better that could have been done under the circumstances.
