WE are honoured with your Lordship's commands, signified in Mr. Otway's letter of the 16th instant, stating that he was directed by your Lordship to transmit to us the enclosed papers relative to the piratical acts of a steamer named "Telegrafo at present detained at Tortola by order of the Governor-in-Chief of the Leeward Islands, and that he was to request that we would take the papers into our considera. tion, and inform your Lordship at our earliest convenience what reply should be returned to Mr. Gautier's note and what instructions should be sent to the Government at Tortola.
In obedience to your Lordship's commands we have taken these papers into our consideration, and have the honour to

There appears upon the papers submitted to us a prima facie case of piracy against the "Telegrafo." We think that the Governor of the Leeward Islands should be instructed to detain her in order to afford an opportunity to the Domingan authorities to present their case against her.
It would be proper for the Crown proctor to put himself in communication with them, and if sufficient evidence of piracy is obtainable to justify proceedings in the Vice-Admiralty Court to institute such proceedings.
These observations will indicate the nature of the reply, which in our opinion it would be proper for your Lordship to address to Mr. Gautier.
