We are honoured with your Lordship's commands signified to us in Sir F. R. Sandford's letter of the 6th instant stating:

1st. That he was directed by your Lordship to transmit to us a copy of a Despatch and of its enclosure from the Governor-General of Canada, raising a question as to the power of the respective Lieutenant-Governors of the four Provinces comprising the Dominion of Canada, to alter the Great Seals of those Provinces.

2nd. That he was also desired to enclose copies of some of the despatches and docu- ments referred to in the enclosure to the Governor-General's Despatch of the 2nd July, and that it bad not been thought necessary to trouble us with those relating to the armorial bearings.

3rd. That he was also pleased to transmit to us a copy of the reply which ship proposed to return to Sir John Young.

4th. That your Lordship was pleased also to request that we would take those papers into our consideration and favour your Lordship with our opinion on the following points :-

1st. Whether the proposed answer to Sir John Young was proper to be sent.

2nd. Whether, if the power of altering the Great Seals of the respective Provinces was to be vested in the Lieutenant-Governors, that could be done by local legislation, or whether an Act of the Imperial Parliament would be required for that purpose.

That, 1. Your Lordship's Despatch to Sir John Young appears to us to be a perfectly proper reply to be sent to that officer.

2. It seems very convenient and reasonable that, as your Lordship has suggested, the power of altering the Great Seals of the respective Provinces should hereafter be vested in the Lieutenant-Governors of those Provinces. We see no reason to doubt that, the assent of the Crown being first obtained, local Acts afterwards assented to by the Crown would be a legal mode of empowering this alteration to be made in those Provinces where it is not at present legal. But it may be a shorter and more convenient mode of effecting the same object to pass one Imperial Act which would clearly effect the object and would probably excite no remark or opposition,
