Temple, July 19, 1869. We are honoured with your Lordship's commanda, signified to us in Sir Frederic Rogers' letter of the 14th instant, stating that he was directed by your Lordship to transmit to us a copy of a letter from the Emigration Commissioners enclosing one 5 July 1869. from Mr. Alfred Field, Chairman of the Birmingham Chamber of Commerce, with a pamphlet on the subject of the removal of the restrictions at present existing as to the carriage of percussion caps in passenger ships.

Sir Frederic Rogers was also pleased to request that we would take those papers into our consideration, and favour your Lordship with our opinion on the question therein raised.

That we are of opinion that "percussion caps are not included in term gun- powder" used in the 29th section of the Passengers Act, 1855.

Whether or not they fall under the description in the same section of “ article, or number of articles, which by reason of the nature or quality or mode of stowage thereof shall either singly or collectively be deemed by the emigration "officer at the port of clearance likely to endanger the health or lives of the passengers or the safety of the ship" is a question of fact to be determined by the emigration officer.

The experiments reported would seem to show that percussion caps are not by "their nature or quality" necessarily dangerous, though we suppose that they may possibly be so stowed as to become so.
