LAW OFFICERS to COLONIAL OFFICE.

Temple, June 1, 1868. We are honoured with your Grace's commands, signified in Mr. Elliot's letter of the 26th May ultimo, stating that he was directed by your Grace to transmit to us a "to authorise the payment of copy of the Act of Parliament, 28 & 29 Vict. c. 113.,

extract from the retiring pensions to Colonial Governors," together with an Treaty of Paris of 5th November 1815, Hertslet, Vol. 1, page 45, by which the Ionian Islands were placed under the protection of the Sovereign of Great Britain and Ireland, and to request that we would take the papers into our consideration and favour your Grace with our opinion whether, having reference to the definition clause of the Act of Parliament above cited, an officer who has held the appointment of Lord High Com- missioner of the Ionian Islands, whilst they were under the protection of Great Britain, can be deemed to have administered the Government of a Colony within the meaning and for the purpose of the 2nd clause of that Act?

Mr. Elliot was pleased to say that if we should answer this question in the negative he was to state that your Grace is of opinion that an Act of Parliament should be passed to remedy this obvious defect in the Act of 28 & 29 Vict., and to ask whether we consider the annexed draft may properly be submitted to Parliament with that object?

That we are of opinion that a Bill should be brought in to make the provisions of the 28 & 29 Vict. applicable to the case of Governors of the Ionian Isles, and having considered the Draft Bill submitted to us we think that, with the alterations suggested by us, it may properly be submitted to Parliament with that object.
