Foreign Office, January 18, 1868. In reply to your letter of the 3rd instant, I am directed by Lord Stanley to request that you will inform the Duke of Buckingham and Chandos that the Law Officers of the Crown, to whom he has referred the question, have stated that in their opinion the claims of Mr. Crooks to be exempted from serving as assessor and juror at Gibraltar on the ground that, although a British subject, he is entitled to privilege as Consul for Lubeck and Bremen, is one which ought not to be admitted.
