MY LORD DUKE,
Lincoln's Inn, July 15, 1867. We are honoured with your Grace's commands, signified in Sir Frederic Rogers' letter of the 10th July instant, stating that he was directed by your Grace to acknow- ledge the receipt of our report of the 1st July instant, in which we expressed an opinion that it would be advisable to remove by Act of Parliament any doubt as to the validity of certain instruments affecting the Government of the Straits Settlements.
Sir Frederic Rogers was pleased to add that your Grace would wish to be informed at our earliest convenience whether the enclosed Draft Bill is in our opinion proper to be submitted to Parliament, and will be effectual for the above purpose.

That we have perused the Draft Bill, and are of opinion that, with the slight altera- tions which we have made, it will be proper to be submitted to Parliament, and will be effectual for the purpose for which it is required.
We assume that the Letters Patent and instructions (copies of which are not before us) are correctly recited.
