LAW OFFICERS to FOREIGN OFFICE.
Lincoln's Inn, January 9, 1867. We are honoured with your Lordship's commande signified in Mr. Hammond's letter of the 1st instant, stating that with reference to his letter of the 20th ultimo, he was directed by your Lordship to transmit to us a further letter from the Colonial Office relating to the Venezuelan steamer "Bolivar," and to request that we would take the same into consideration, and report to your Lordship our opinion thereupon.
In obedience to your Lordship's commands we have taken this case into considera- tion, and have the honour to

That we are of opinion that the conduct of Lieutenant-Governor Pine, in delivering up the "Bolivar," and that of Mr. Baynes in delivering up her boat to the captain of the "Naparari," as stated, has been right and proper.
We do not think that Her Majesty's Government is called upon at present to inter- fere in the matter of the agreement between the captain and crew of the "Bolivar" and the Venezuelan Government.
We think also that Governor Pine should be instructed to take no further steps on behalf of the captain and crew, and if it should hereafter be advisable that any inter- ference on their behalf should be made, Her Majesty's Government will forward such instructions as shall be deemed right to Mr. Fagan.
