Statute 3 & 4 Will. 4. c. 85. s. 94., the Bishop of Calcutta is created Metropolitan of India and Madras and Bombay Suffragan Sees, and I think the Bishop of Colombo was also made a Suffragan by his Letters Patant.

LAW OFFICERS to FOREIGN OFFICE.

Lincoln's Inn, August 31, 1866. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 10th instant, stating that he was directed to transmit to us two letters from the Colonial Office, with their enclosures, relative to certain measures adopted or proposed to be passed by the Canadian Legislature in order to protect the inhabitants of Canada from lawless aggression from subjects of foreign countries at peace with Her Majesty. That we should observe from the enclosed papers in what respects these measures are deemed by the Secretary of State for the Colonies to require amendment, but that before addressing the Governor General of Canada the Secretary of State for the Colonies is anxious that our opinion should be taken on the subject, and Mr. Hammond was accordingly to request that we would take this matter into our consideration and furnish your Lordship with our opinion thereupon.

That we agree with the observations of Lord Carnarvon both upon the Acts which have received Her Majesty's sanction and upon the Bills which have been unofficially sent to him, and that we think the letter which his Lordship proposes to send to his Excellency the Governor of Canada is fit and proper to be sent.
