Lincoln's Inn, April 10, 1866.
We are honoured with your commands, signified in Sir Frederic Rogers' letter of the 29th March ultimo, stating that he was directed to transmit the annexed paper, embodying the instructions which, with certain formal alterations, it is proposed to give to Naval Officers in consequence of the termination of the Reciprocity Treaty with the United States, and consequently of the right of fishing granted by it to the United States on the coasts of British North America; and to request that we would favour you with our opinion whether the instructions suggested are suited to the air- cumstances and whether the legal statements contained in them are correct.
Sir Frederic Rogers was also directed to request immediate attention to this matter, as it was desired to send out instructions by Saturday's mail.
