LAW OFFICERS to FOREIGN OFFICE.
Lincoln's Inn, February 5, 1866. MY LORD,
We are honoured with your Lordship's commands signified in Mr. Hammond's letter of the 29th January ultimo, stating that he was directed by your Lordship to transmit to us therewith a letter from the Colonial Office, enclosing a Despatch from the Governor of the Bahamas, on the subject of the treatment of Haytian refugees, and to request that we would take these papers into our consideration, together with our report of the 18th December 1865 and other correspondence relating to the same subject, and favour your Lordship with our opinion as to the instructions which Mr. Cardwell proposes to give to Governor Rawson in this matter.
In obedience to your Lordship's commands, we have taken these papers into our consideration, and have the honour to

That we are of opinion that the instructions which Mr. Cardwell proposes to send to the Governor of the Bahamas are right and proper to be sent.
