LAW OFFICERS to COLONIAL OFFICE.
Lincoln's Inn, January 31, 1866. We are honoured with your commands signified in Sir Frederic Rogers' letter of yesterday's date, stating that he was directed by you, Sir, to transmit to us the enclosed draft of a Despatch which you propose to address to the Governor of Jamaica respecting the Act of the Colonial Legislature, 29 Vict. c. 3. "to enable the Governor "of this Island to declare martial law over the whole or any portions of the Island, by "and with the advice of the Privy Council," and to request that we would favour you with our opinion whether the terms of the proposed Despatch are proper and sufficient.
Sir Frederic Rogers was also pleased to state that you were desirous, if possible, to receive our opinion before the departure of the West Indian Mail on the 1st of February.
In obedience to your commands, we have taken this matter into consideration, and have the honour to
