LAW OFFICERS to FOREIGN OFFICE.
MY LORD,
Lincoln's Inn, June 20, 1865. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 12th instant, stating that he was directed by your Lordship to transmit to us together with the previous papers a letter from the Colonial Office and its enclosures respecting the case of two vessels which have been constructed at Montreal, and which were suspected of having been intended for the Confederate service, and to request that we would take the same into our consideration and favour your Lordship with any observations which we might have to offer thereupon.
In obedience to your Lordship's commands we have taken these papers into our con- sideration, and have the honour to

That we are of opinion that his Excellency the Governor of Canada was rightly advised that there were no circumstances connected with the "Rinero" which would have warranted him in ordering the Collector of Customs at Montreal to refuse a clearance to that vessel. With respect to the other vessel, "El Almandaris," which appears to have long since left Montreal, there seems to be no reason to doubt that she was bonâ fide intended for a passenger boat.
