LAW OFFICERS to FOREIGN OFFICE.

MY LORD,

Lincoln's Inn, January 31, 1865. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 27th instant, stating that he was directed by your Lordship to transmit to us a letter and its enclosures from the Colonial Office, relative to the course which the Lieutenant-Governor of New Brunswick should pursue in regard to the arrest, with a view to their extradition, of persons charged with having taken part in the St. Albans' raid, and Mr. Hammond was to request that we would take this matter into early consideration and furnish your Lordship with our opinion thereupon.

In obedience to your Lordship's commands we have taken this matter into con- sideration, and have the honour to

That we think the Lieutenant-Governor of New Brunswick and his advisers have taken a correct view of the requirements of the law and of the duty of the Lieutenant- Governor in this case.
