LAW OFFICERS to FOREIGN OFFICE.

MY LORD,

Lincoln's Inn, August 29, 1864. We are honoured with your Lordship's commands, signified in Mr. Layard's letter of the 13th of August instant, stating that with reference to our report of the previous day's date relative to the proceedings of Vice-Admiral Sir James Hope at Bermuda, in regard to the Confederate steamer "Florida," he was directed by your Lordship to transmit to us a letter from the Colonial Office enclosing a copy of a report from the Governor of Bermuda of the course adopted by him on the occasion in question, and more especially with reference to the "Florida" having remained off the island, and having endeavoured to obtain a further supply of coal, and to request that we would take the Governor's proceedings into our consideration, and favour your Lordship with our opinion as to their propriety.

In obedience to your Lordship's commands we have taken this matter into considera. tion, and have the honour to
