LAW OFFICERS to FOREIGN OFFICE.

Lincoln's Inn, January 30, 1864. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 27th instant, stating that he was directed by your Lordship to transmit to us a letter and its enclosures from the Admiralty, respecting the case of the "Saxon and the shooting of the chief mate by an officer of the United States ship " Vanderbilt," and to request that we would take these papers into our consideration, together with those on the same subject which were referred to us on the 20th instant.

In obedience to your Lordship's commands we have taken these papers into our con- sideration, and have the honour to

That our Report upon the papers transmitted in Mr. Haminond's letter of the 20th instant had been already prepared, and was in course of signature when these further

papors arrived.

That the only point of importance to which we have not adverted in our former Reports on this subject is the character of the Penguin Island near Angra Pequina. We are desirous that it should be understood that we think ourselves at present bound

to consider both these places as not forming part of Her Majesty's territories.
